lets make "official" actually official

So here is the suggestion:
Thread titles like "The Official ___ Thread" should be reserved for site moderators to create, I'm kinda tired of seeing self appointed experts decide that something is official. But then again, I have a lot of time on my hands. Just a suggestion.

Are you really suggesting that all contest video threads (and similar threads) have to be made by moderators?

The better solution would be to not worry about such a petty detail as I'm sure the mods have more important things to do
