why is it that i've got a bunch of green boxes, and only 3 rep power, when other people have one box and 3 rep power?

and then walruz996 aka davey dave has one box and 15 rep power?

Well the rep power goes with your number of posts, where the rep boxes goes with the rep you've gotten from other people. I think so anyways.
