Thrillhouse

Alright, so I've been tossing this idea around forever (as I'm sure we all have). It's time to get off my ass and do something.
I feel a WaveHouse mirroring San Diego's (less the pool & rec center) could be insanely successful if it was brought to the proper location "on the Gulf Coast". I picked the Gulf, not just because I live here, but as a result of the concentration of skimmers, surfers and tourists we have here. Clearwater Beach is a huge tourist draw (PCB could be a back up location). I've talked to numerous people about this in the past, from skimmers & surfers to prospective investors. Everyone has given a thumbs up.
I know people on SOMB have probably entertained the idea, but I don't think anyone has acted. That is kind of the purpose of this thread.
Do you know anyone that has tried, or have you tried, to get this project underway? If so, where did you hit your roadblocks.
I intend to draw up the productions plan, with cost models, forecasts, etc; then petition a board of investors along with the city & county for zoning, etc. I know there is a shit ton of work to do here. But I am willing to do it (may need to assemble a team like Voltron). I've already done some research in the way of costs (development, sustainment, taxes & insurance), which I will obviously include in my proposal.
Here's my ideal situation; I just need feedback on whether you feel it's feasible or not.
Location: Clearwater Beach or surrounding area
Attractions: 2 small wave flowriders & one big flowbarrel, bar & grill, concert area (now opens a new venue for artists), surf store (Clothing, etc)
Goal: Ultimately I'd like to position myself as Ops Manager and once I pay off the investors, eventually become part owner.
I understand this is sharing information that could be perceived as confidential; but I am just looking for honest feedback. If you feel you could launch project, I implore you to try as I am not in it for the financial aspect as much as I am for bringing this attraction to my local area.
If you don't know what I'm talking about, please see the following
