Gasoline if you are cheap but I would go with the Sanding Idea

Thinners and what not may damage the outer coating of your board I would think. I would maybe stick to sandpaper, or some light paint thinner, but even with an electric sander you could probably damage your board if you get too crazy,...

Well, seeing as how you can't get ANY gallon of thinner for less than $10 retail, I'd say gasonline is still a very cheap option.

Just sand it. It'll make the next layer of paint stick even better (assuming you want to paint something new on it). Get some "320 wet" and use water while you sand. It'll come out great.

When I buy thinner i dont buy it by the gallon my friend i buy it by the ounce...fluid ounce at that

of course i dont use thinner a lot either

Goof off. It won't ruin your top coat. pour it on the paint while your board is flat and use a plastic spatula or the straight edge of a wax comb and spread and scrape (lightly). finish off with a cloth towel. repeat if necessary. It's the safest on your board. Good luck.
