Since they are satin textured it would probably be a smart idea to sand where im putting the pads down before right? or would they stick better without sanding it down?

These are a different kind of skim.

you don't need pads... and you put your wax on the bottom.

i dont know much about L7s but i think sanding it down before you put a pad is a good idea.

you can put pads on them without sanding ,
you also dont need wax

ive heard pads are not neccesary for squares...

thats what ive heard too but there not neccesary on any board you can just use wax but they are always nice to have

You don't need to sand at all. The pads will stick fine.
