ive been trying to make skateboards for the last 6 months and i could never get a perfectly rounded rail . i have been using an electric sander but the rails just dont come out even. is there any tools that i am not aware of ? techniques?

I'd say one easy way would be to brace the board on it's side using a clamp or vice and use some rough sand paper - bend it over the rail, one hand on either end of the paper ie left hand on top side of deck on one end of paper and right hand on bottom side of deck at the other end of the paper. Keep the paper taught but apply pressure when you slide it up and back the length of the deck on that side, then flip it over and do the other side. - pretty much like how you'd shape a surfboard rail. Then once it is even, use a finer sandpaper to get it looking nice.
It's hard to explain what i mean, i hope you get my drift?
otherwise if that is too labour intensive, like the other guys said use a small router.

didnt read this thread.
you must really suck if you cant make even rounded edge with a random palm sander. maybe youre using too low of a grit. what kinda sander is it? it just be "random PALM sander not a orbital or belt sander.
there are routers with smaller bases (if your board has concave and/or camber) that you would be able to use.. but if you do not know what it is, or how to use it. or dont own one already.. i dont recomend using one. they are very dangerous and you should be taught properly how to use one

if you really do suck with tools. use 80 grit sandpaper and do it by hand, then move on up to 220 before you finish the board with whatever youre usiing
