Bringing up this surfing metaphor to illustrate what a peer can be doesn't really mean anything. We're all peers in that we're all humans. So what?

The term 'peer' implies equality, but is also specific to the meaningful properties of the relationship. You cannot imply that the participants are equal in a meaningful way simply because they are both consensual. A 26-year old and a 14-year old from a perspective of responsibility, social capacity, and physiology, are not equal. All of those things come into essential play in a sexual relationship. Those are the terms that are important in a sexual relationship to define what a peer is and is not. One is an adult, one is a child. We make the distinction of child vs adults for various reasons. Most of those reasons are prime examples why an adult should not solicit sex from a 14-year old.

Furthermore, we place and expect responsibility in adults to protect, rather than exploit adolescents during their development.

You also seem oblivious to the evidence of what I'm saying. Look at the vast numbers of people who have been severely damaged by child-adult sexual relationships (whether consenual or not).

I think the reasons are pretty clear.
